Design and application maintenance of two Docapost Fast iPad apps: Fast-Élus (digitalising assembly notices) and Fast-Parapheur (legally valid electronic signature).
Fast-Élus: digitalising assembly notices
The Fast-Élus iPad app digitalises notices for municipal councils and territorial assemblies, in strict compliance with the French local authorities code (CGCT). Each elected representative can view their notices, keep them offline, confirm attendance and manage proxy delegations.
A secure web portal lets officers create, send, administer and search notices via custom distribution lists. Elected representatives receive a push notification and an email inviting them to respond. All data is hosted in France on Docapost servers.
Fast-Élus key features
Fast-Élus ensures compliance with articles L.2121 and L.3121 of the CGCT (guaranteed send date, traceability of availability, transmission evidence).
- For the assembly department: tracking of each notice, elimination of disputes over availability, time savings, printing and postage savings
- For elected representatives: all mandate documents in a single app (iOS and Android), a simple and intuitive interface, multi-mandate management, attendance confirmation and proxy delegations
Fast-Parapheur: electronic signature
The Fast-Parapheur iPad app is an electronic signature service for companies and local authorities. It signs any PDF document in compliance with article 1316-1 of the French Civil Code (equivalent value to a handwritten signature): contracts, letters, mandates, expense reports, purchase orders, tender documents…
Signature types: PADES, XADES, SMS, multi-signatures, visa. Key features: validation-circuit and delegation management, traceability and legal value, archiving with a State-approved third-party archiver, integration with business applications, batch signing, notifications and reminders.
An Agile implementation
Steamulo worked in two-week Agile sprints, with a team of 4 to 5 (Proxy PO / UX, Scrum Master / technical lead, front-end developer and Java back-end developer). The project was built in 3 months, from framing to store release.
