Context

France compétences, a public body administered by the State, the regions and the social partners, was established by the law of 5 September 2018 as the single national governance body for vocational training and apprenticeship.

To support career paths, France compétences organises and funds Career Development Advice (CEP). Within a very tight timeframe, it needed a new financial information system to steer this activity: issuing purchase orders to the regional bodies delivering the CEP and controlling the service delivered to beneficiaries.

Designing the journeys

Using the « Design Sprint » method, the team designs user journeys, imagines the screens, builds the visual identity and expresses features as User Stories.

A first release in 4 months

Constrained by the State's commitment to open the service in early 2020, the first release was built in 4 months and 10 two-week sprints, delivering a large number of features:

  • Secure access via two-factor authentication, 11 profiles with finely defined rights
  • Electronic signature via SMS OTP and PDF purchase-order generation
  • Complex functional workflows (manual and automated tasks)
  • A documented REST API (Swagger) used by the CEP operators
  • A budget-steering portal and an « operator » portal for entering files
  • Interfaces with external APIs (SAGE, adresse.data.gouv.fr) and CSV / PDF export

Success factors

On an IS handling financial flows, quality is decisive. Steamulo applied « clean code » practices: systematically reviewed merge requests, more than 1,600 unit tests (78% coverage) and archiving of all database changes for full transparency.

Combined with the developers' technical expertise and close collaboration between teams (daily meetings, sprint reviews, retrospectives), these factors ensured strong velocity. Release 1 has been in production since January 2020, and development continues in Agile mode (data visualisation, budget-consumption prediction).
