Portal Strategic Scoping
Strategic and functional study ahead of the union-habitat.org portal redesign: SWOT diagnosis, personas, wireframes and user flows, preceding the technical redesign on Drupal 10.
Context
The Union Sociale pour l'Habitat (USH) represents, in mainland France and overseas, some 740 organisations across its five federations. HLM organisations own and manage 4.7 million homes and house more than 10 million people.
The USH website, created in 2012 and revised in 2018, had become hard to read after successive layers of information. It no longer reflected the USH's values or its role as a reference player in social housing. The USH therefore launched a strategic and functional study ahead of redesigning its main site.

Challenges & objectives
The challenge: reposition the site as a central, dynamic platform in the HLM ecosystem, offering an optimal, personalised user experience. Priority objectives: provide services to members, carry the USH's political vision and ease access to offers. In addition: inform about the USH's action, showcase documentary resources and develop collaboration spaces around events.

SWOT analysis of strengths (rich content, design) and weaknesses (disorganised journeys, irrelevant search), identification of threats and definition of 9 personas reflecting the audiences (members, professionals, general public, local authorities).

Four principles guided the recommendations: content accessibility (fast, relevant search), service personalisation (topic subscriptions, event highlighting), navigation optimisation and showcasing the resource centre as the heart of the site.
This scoping serves as the basis for the subsequent graphic and ergonomic development: Steamulo was chosen for the technical redesign of the site on Drupal 10.
