
Context
As part of its advisory and support activities for member organisations, the Union runs a network to help modernise and professionalise social housing bodies (HLM). The Union put forward an application called ORFI (Outil de Recueil des faits d'incivilités et d'insécurité) — a tool for recording antisocial behaviour and security incidents.
The web & mobile app is available to all HLM organisations. It delivers a consistent experience across web, iOS and Android, simplifying and standardising data transmission while meeting landlords' operational needs for managing antisocial behaviour.
Objectives
Designed to address a climate of insecurity within social housing across the various federations, ORFI was built to:
- Feed the USH's antisocial behaviour and delinquency observatory
- Provide a precise understanding of problems in social housing to enable targeted strategies
- Measure the statistical impact of strategies adopted
- Offer a recording tool to organisations without one
- Strengthen the case when engaging public authorities on these issues
